Early Release Not Working as Planned

The state lawmaker who opposed Wisconsin’s early release program said fewer prisoners than expected are being freed before their sentences are done. And because of that, Assembly Republican Scott Suder of Abbotsford says it won’t save as much money as the Corrections Department had hoped. 210 non-violent inmates have had early releases this year – and three of them went back to prison after committing new crimes. Governor Jim Doyle and Democratic lawmakers agreed to release certain non-violent offenders early, as part of the effort to cover a $6 billion revenue shortfall. Tim Lemonds of the Corrections Department said $900,000 had been saved by the end of May – and an updated total will be given to the Legislative Fiscal Bureau later this month. Last year, the agency said it could save $30-million by freeing up to a-thousand inmates through the middle of 2011. Suder says it’s alarming that some of the released prisoners are re-offending – and as a result, he believes officials are overly cautious about who they release. Lemonds says the new crimes are quote, “relatively benign,” but the agency takes them seriously. He says officials would like everyone who’s released to be productive citizens – but in some cases, it’s not going to happen.
